An Act Creating a Barangay to be Known as Barangay Liwon in the Municipality of Asipulo, Province of Ifugao


Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:


Section 1. Creation of Barangay Liwon. - The Special Economic Zone of Liwon in Barangay Amduntog, Municipality of Asipulo, Province of Ifugao is hereby constituted as a distinct and independent barangay to be known as Barangay Liwon.


Section 2. Territorial Boundaries. - The territorial boundaries of Barangay Liwon shall be identified as follows:


Bounded on the South (S), along line 1 to 2, by Barangay Namal;


On the West (W), along line 2 to 3, by Municipality of Tinoc, Province of Ifugao;


On the North (N), along line 3 to 4, by Municipality of Kiangan;


On the Northeast (NE), along lines 4 to 6: by Barangay Nunggawa;


On the East (E), along lines 6 to 11, by Barangay Amduntog;


On the Southwest (SW), along lines 11 to 1, by Barangay Antipolo.

Containing an area of 20,938,874 square meters, which includes 1,090,407 square meters boundary dispute between Barangay Liwon and Municipality of Kiangan.


Section 3. Conduct and Supervision of Plebiscite. - Pursuant to Section 10 of Republic Act No. 7160, as amended, otherwise known as the "Local Government Code of 1991", the new barangay shall exist upon obtaining a majority of the votes cast in a plebiscite to be conducted and supervised by the Commission on Elections (COMELEC) in Barangay Amduntog, Municipality of Asipulo, Province of Ifugao not later than one hundred twenty (120) days from the effectivity of this Act.


The expenses for the plebiscite shall be borne by the Municipality of Asipulo, Province of Ifugao.


Section 4. Barangay Officials. - The first set of barangay officials of Barangay Liwon shall be appointed by the Provincial Governor of the Province of Ifugao and shall hold office until such time that the new set of officers have been duly elected and qualified.


Section 5. Public Infrastructure and Facilities. - All public infrastructure and facilities for public use existing therein at the time of the approval of this Act are hereby transferred without cost or compensation to and shall be administered by the new barangay.


Section 6. Internal Revenue Allotment Shares. - Barangay Liwon shall be entitled to Internal Revenue Allotment (IRA) shares pursuant to Section 285 of Republic Act No. 7160, as amended, otherwise known as the "Local Government Code of 1991".


Section 7. Effectivity. - This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

This Act which originated in the House of Representatives was passed by the House of Representatives on March 13, 2017, amended by the Senate on August 14, 2017, and which amendments were concurred in by the House of Representatives on August 30, 2017.
