DECLARING A STATE OF CALAMITY FOR THE PROVINCES OF PAMPANGA, TARLAC, ZAMBALES AND THE CITY OF ANGELES IN VIEW OF THE POSSIBLE ADVERSE EFFECTS OF THE IMPENDING LAHAR FLOWS


WHEREAS, the National Disaster Coordinating Council recommends the declaration of a state of calamity in the provinces of Pampanga, Tarlac, Zambales and the City of Angeles in view of the fact that these areas can be considered to be under a continuing state of calamity;


WHEREAS, the Regional Disaster Coordinating Council III (RDC III) reported that while only minor lahar flows confined to the river channels of Mancatian in Pampanga, Bangut in Tarlac and Bucao in Zambales occurred, concerned local government units (LGUs) are unable to initiate the necessary preparations in the lahar-affected areas due to their inability to use their local calamity funds;


WHEREAS, in the absence of a declaration of a State of Calamity, LGUs perceive that they might be violating the Local Government Code if local funds are utilized for disaster preparedness;


WHEREAS, the declaration of a state of calamity in the aforesaid provinces and city will therefore facilitate disaster preparedness activities and the provision of appropriate rehabilitation measures and assistance normally extended by concerned agencies to the said areas.


NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of calamity for the provinces of Pampanga, Tarlac, Zambales and the City of Angeles in view of the possible adverse effects of the impending lahar flows.


IN WITNESS WHEREOF, I have unto set my hand and caused the seal of the Republic of the Philippines to be affixed.


Done in the City of Manila, this 2nd day of July in the year of Our Lord, Nineteen Hundred and Ninety-Four.
