TRANSFERRING TO THE TARLAC COLLEGE OF AGRICULTURE CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN IN THE MUNICIPALITIES OF MAYANTOC AND SAN CLEMENTE, PROVINCE OF TARLAC
WHEREAS, the Constitution of the Philippines guarantees state support to educational institutions to attain national development with view to developing scientific, technological and vocational efficiency;
WHEREAS, Section 5(g) of Presidential Decree No. 6-A, otherwise known as the "Educational Development Decree of 1972," cites that one project of the ten year educational development program is to give assistance and incentives, including loans, grants, for the development and improvement of programs and facilities in both public and private universities, colleges and schools;
WHEREAS, Presidential Decree No. 609 provides for the creation of a College of Forestry, College of Veterinary Medicine and College of Inland Fishery to be among the constituent colleges of the Tarlac College of Agriculture; and
WHEREAS, it is necessary to the students of the Tarlac College of Agriculture to have a wide laboratory area for their field of practice and for the establishment of projects which will promote forest conservation and development supportive of agriculture in restoration of watersheds, prevention of floods and droughts and maintenance of ecological balance within the natural environment;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree that:
Section 1. The following parcels of land of the public domain in the Municipalities of Mayantoc and San Clemente, Province of Tarlac, are hereby ceded, and transferred to the Tarlac College of Agriculture subject to existing private rights, if any, particularly and technically described as follows:
Section 2. All revenues from the lands set aside under preceding section shall accrue to the Tarlac College of Agriculture; Provided, however, That the utilization of any existing timber and/or other forest products therein shall be subject to forestry laws, rules and regulations.
Section 3. All laws, decrees, orders, rules and regulations which are inconsistent herewith are hereby repealed or modified accordingly.
Section 4. This Decree shall take effect immediately.
Done in the City of Manila, this 11th day of June, in the year of Our Lord, nineteen hundred and seventy-eight.
