Executive Order No. 882, May 27, 2010

MANDATING THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY TO GIVE ALL THE NECESSARY ASSISTANCE TO THE LOCAL GOVERNMENT OF BACOOR IN CONNECTION WITH DEVELOPMENT PLANNING, TRANSPORT AND TRAFFIC MANAGEMENT, SOLID WASTE DISPOSAL AND MANAGEMENT, FLOOD CONTROL AND SEWERAGE MANAGEMENT

WHEREAS, in Republic Act No. 7924, the State has declared as a policy to treat the Metropolitan Manila as a special development and administrative region and thus, created the Metropolitan Manila Development Authority (MMDA) to perform the planning monitoring and coordinative functions, and in the process exercise regulatory and supervisory authority over the delivery of metro-wide services within Metro Manila without diminution of the autonomy of the local government units concerning purely local matters;

WHEREAS, MMDA is also mandated to perform other related functions required to achieve its objectives including the undertaking of delivery of basic services to the local government units, when deemed necessary, subject to prior coordination with the consent of local government unit concerned;

WHEREAS, the Municipality of Bacoor, being the neighboring town of Metro Manila, has become the host of more than four hundred twenty residential subdivisions which is currently housing more than two hundred thousand of the work force of Metro Manila business establishments, and who commute to and from Bacoor and Metro Manila on a daily basis, utilizing the four-lane Aguinaldo Highway and two-lane local roads. Further, this work force has generated tremendous amount of domestic waste;

WHEREAS, in view of the foregoing, there appears to be a need for proper and collaborative effort between the Local Government of Bacoor and MMDA in order to ease up the congestion in major thoroughfares within Bacoor, which has an adverse effect on the traffic situation in component local government units of Metro Manila;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order the Metropolitan Manila Development Authority to provide all the necessary assistance needed by the Local Government of Bacoor in the development planning, transport and traffic management, flood control management and solid waste disposal.

This Executive Order shall take effect immediately.
