EXECUTIVE ORDER NO. 817-A, October 30, 2009

PROVIDING FOR THE EXTENSION OF THE FINAL GENERAL FIREARMS AMNESTY UNDER SECTION 2 OF EXECUTIVE ORDER NO. 817 DATED JULY 7, 2009


WHEREAS, Executive Order No. 817 dated July 7, 2009 provided for a Final General Firearms Amnesty to be implemented for a period of one month, from October 1 to 30, 2009;


WHEREAS, pursuant to the Final General Firearms Amnesty, all individuals and juridical entities may renew their expired firearms licenses and/or register their unregistered firearms with the PNP;


WHEREAS, the drive for the registration of loose firearms is providing substantial results especially among many prospective registrants in remote areas and provinces who have expressed the need for more time to register their firearms;


WHEREAS, the continuous processing of the applications for the Final General Firearms Amnesty was adversely affected by recent tropical storms “Ondoy” and “Pepeng” which hit Luzon;


WHEREAS, the extension of the Final General Firearms Amnesty will synchronize with the expected passage into law of House Bill 6776 or the proposed Amendment to Firearms Law which seek to impose stiffer penalties against persons and entities possessing illegal firearms and ammunition;


WHEREAS, due to the pressing public clamor to extend the Final General Firearms Amnesty which was supported by the recommendation of the National Firearms Control Program Executive Committee (NFCP EXECOM), there is a need to give additional time for holders of loose firearms to register their firearms under this amnesty program;


WHEREAS, in recognition of the public’s request and the need tofully and effectively implement Executive Order No. 817, it is necessary to extend the period for the implementation of the Final General Firearms Amnesty.


NOW, THREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:


Section 1. The period of one month, from October 1 to 30, 2009 for the implementation of Final General Firearms Amnesty in Section 2 of Executive Order No. 817 is hereby extended for another one month period, from November 1 to 30, 2009. During this extension period, individual and juridical entities may renew their expired firearms licenses and/or register their unregistered firearms with the PNP.


Section 2. The implementing Rules and Regulations issued by the Chief, PNP to effectively carry out the intents of the Final General Firearms Amnesty pursuant to Section 2 of Executive Order No. 817 shall continue to be effective and implemented during the extension of one month period as provided for in this Executive Order.


Section 3. This Executive Order shall take effect immediately.
