Executive Order No. 77, March 31, 1993

AMENDING EXECUTIVE ORDER NO. 508, S. OF 1992, “INSTITUTING THE LINGKOD BAYAN AWARD AS THE PRESIDENTIAL AWARD FOR OUTSTANDING PUBLIC SERVICE"


WHEREAS, Executive Order No. 508, S. of 1992 institutes the Lingkod Bayan Award for individuals or groups of individuals in the government service who have rendered outstanding public service;


WHEREAS, the Lingkod Bayan Award is given, as stated in Executive Order No. 334, S. of 1988, to “government employees who have consistently displayed outstanding qualities that inspire other employees to improve the quantity of work performance and stimulate deeper involvement in governmental affairs”;


WHEREAS, the correct legal basis of the Lingkod Bayan Award is Section 35, Book V of Executive Order No. 292, otherwise known as the Administrative Code of 1987 and not Section 6 of Republic Act No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees.


NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:


Section 1. Section 2 of Executive Order No. 508, S. of 1992, is hereby amended to read as follows:


Section 2. The Lingkod Bayan Award shall be conferred by the President of the Philippines or the Executive Secretary, “By authority of the President”, upon recommendation of the Special Committee on Awards created pursuant to Section 35, Book V of Executive Order No. 292, otherwise known as the Administrative Code of 1987.”


Section 2. Section 3 of Executive Order No. 508, S. of 1992, is hereby amended to read as follows:


Section 3. The Special Committee on Awards shall conduct a periodic, continuing review of the performance of public officials and employees in all branches and agencies of the government and establish a system of annual incentives and rewards to the end that due recognition is given to public officials and employees of outstanding merit on the basis of highly exceptional or extraordinary contributions resulting from an idea or performance whose effects are nationwide and principally affect the national interest, security and patrimony.”


Section 3. This Executive Order shall take effect immediately.
