AMENDING EXECUTIVE ORDER NO. 64, DATED MAY 28, 1967, ENTITLED “RECONSTITUTING THE COMMITTEE CREATED UNDER EXECUTIVE ORDER NO. 298 DATED AUGUST 12, 1940, ENTITLED ‘PROHIBITING THE AUTOMATIC RENEWAL OF CONTRACTS, REQUIRING PUBLIC BIDDING BEFORE ENTERING INTO NEW CONTRACTS, AND PROVIDING EXCEPTIONS THEREFOR’ AS AMENDED BY EXECUTIVE ORDER NO. 146 DATED DECEMBER 27, 1955, EXECUTIVE ORDER NO. 212 DATED NOVEMBER 6, 1956, EXECUTIVE ORDER NO. 318 DATED SEPTEMBER 17, 1958, EXECUTIVE ORDER NO. 358 DATED SEPTEMBER 23, 1959, AND EXECUTIVE ORDER NO. 40 DATED JUNE 1, 1963”


By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby amend Executive Order No. 64, dated May 8, 1967, entitled as indicated above, as follows:


The Committee constituted under Executive Order No. 64 dated May 8, 1967, to pass upon and approve government contracts for public services and for furnishing materials, supplies and equipment entered into or renewed through negotiations as an exception to the requirement of public bidding is hereby further reconstituted so that it will henceforth be composed of the following members:

Secretary of General Services

Chairman

The Deputy Auditor General

Member

The Undersecretary of’ Justice

Member

The Director of the Bureau of Supply Coordination shall serve as the Secretary of the Committee, and he shall form and organize a Secretariat, of which he shall be the head, to service the Committee from personnel of the Bureau or from other government offices and agencies who shall be detailed to the Committee and serve therein in addition to their duties in their mother offices.


In order to avoid delay in the consideration by the Committee of negotiated contracts submitted to it for approval, the Committee shall meet at least once every two weeks, provided that it may meet more often in cases of urgent necessity or at the call of any of its members. The Secretary shall bring to the attention of the Committee members negotiated contracts which require immediate attention.


The Committee is hereby enjoined to facilitate action on contracts submitted thereto and shall dispose of any matter within a period of fifteen days from the date of its submission to and receipt by the Committee.
