EXECUTIVE ORDER NO. 196, January 04, 1949

AUTHORIZING ZONE COMMANDERS OF THE PHILIPPINE CONSTABULARY TO APPOINT SPECIAL COURTS-MARTIAL WITHIN THEIR RESPECTIVE JURISDICTIONS

Pursuant to the authority vested in me by the ninth Article of War, as amended by section 5 of Republic Act No. 242, I, ELPIDIO QUIRINO, President of the Philippines, do hereby authorize and empower all Zone Commanders of the Philippine Constabulary to appoint special courts-martial within their respective jurisdictions: Provided, That when any such commander is the accuser or prosecutor of the person or persons to be tried, the court shall be appointed by superior authority.

Done in the City of Manila, this 4th day of January, in the year of Our Lord, nineteen hundred and forty-nine, and of the Independence of the Philippines, the third.
