EXECUTIVE ORDER NO. 134 November 4, 1993

GOVERNING THE ADMISSION AND STAY IN THE PHILIPPINES, AS TEMPORARY VISITORS, OF CHINESE NATIONALS


WHEREAS, it is the declared policy of the Philippine government to attract and promote trade, investment, and tourism as instrument of economic growth and national development;


WHEREAS, there is a need to facilitate the entry to and stay in the Philippines of bona fide Chinese tourists and businessmen who are among the country's leading investors and contributors to the growth of the economy;


NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:


Sec. 1. Chinese nationals who are holders of People's Republic of China (PROC), Taipei, Hong Kong-British, and Macao-Portuguese passports, as well as holders of Certificates of Identity and Documents of Identity, may be issued temporary visitors visas under Sec. 9(a) of the Philippine Immigration Act of 1940, as amended, for an initial stay of not more than fifty-nine (59) days, subject to compliance with the prescribed requirements. The determination of the identity and the admissibility of the applicant shall be the primary responsibility of the Consular Officer. The visa may be issued without prior approval of the Home Office.


The stay of said aliens may be extended for a period of no more than four (4) months at a time, provided the total extensions shall not exceed the maximum of one (1) year.


Sec. 2. All provisions of Letter of Instructions No. 911, as amended, Executive Order Nos. 808, 809 and 932, and all other presidential issuances, administrative in character, and all rules and regulations, or parts thereof, which are inconsistent with the provisions of this Executive Order are hereby revoked or amended accordingly.


Sec. 3. This Order shall take effect immediately.


DONE in the City of Manila, this 4th day of November in the year of Our Lord, nineteen hundred and ninety-three.
